Testing for a range of intoxicants is way more difficult than focusing on one drug like alcohol. Add to that reality that a drug like cannabis affects people differently depending on a range of factors.

When it comes to cannabis, there is very little consistency in how jurisdictions manage the issue of impaired driving.
